Program Redesign: Health, Not Sickness

What if Minnesota used the recent shifts in federal policy to convert the entire Minnesota market to one driven by incentives for providers to improve the health status of their clients and, just as critical, serious incentives for each individual to take responsibility for better health? What if the state could save two billion dollars per biennium while seeing health outcomes get better?

I think you are definitely on the right track.  I only want to add that if you consider integrating a single government payer plan with this initiative, one of the benefits would be to focus government, and by proxy all those businesses and individuals paying taxes into the system, on investing in wellness.  So for instance investing in healthy children (and all that goes with that) or a clean environment would be seen as investing in wellness, helping undercut resistance from idealogues or polluters.
