Application of Malcom Baldridge criteria to education is having some great success in several Minnesota school districts.  I have personally participated in a State Quality assessment of a school system, and I have seen this approach help all within the system to focus on outcomes, and how to improve performance.  I know this has also been successfully applied to Higher Education.  

I think of work in three segments.  The first is Transactional (Delivering the service), Coordination (Managing and improving the educational delivery system), and Strategic ( Determining where the educational delivery system needs to go in the future).

Our work is focused on the Strategic dimension.  Once this dimension takes shape, Malcom Baldridge criteria would be an excellent methodology to integrate and improve the numerous elements of the educational system.
