This article is a strong argument for providing the public funding to the individual, Vs the institution that we discussed in our first meeting. This article suggests that this approach addresses equity issues, and the primary beneficiaries are those on the lower end of the economic ladder. It is interesting to note that the US spends 2.9% (Private and Public expenditures) of GDP on Education which is the highest of all countries in the study.
